Is a home near the Agua Fria or Gila River in Avondale in a flood zone?

A home inspection does not determine that. The Flood Control District of Maricopa County points owners to its GIS Floodplain Viewer, notes that lenders use FEMA's Flood Insurance Rate Maps to decide when flood insurance is required, and warns that floodplain limits can change. What the inspection does cover is how the lot drains, grading around the slab and visible signs of past water.

What should I expect when inspecting an older home in Old Town Avondale or Cashion?

Expect the report to sort original construction from later changes. Old Town was subdivided from the 1930s, and Cashion, whose history includes the Pan American Ostrich Farm, developed with homes and businesses along Buckeye Road, so wiring, supply and drain lines, and roofs may be original or several generations newer, and the city's plan anticipates additions. Houses from before 1978 can also get separate lead and asbestos testing.
